Texas Lawmakers Ask Tesla to Delay Austin Robotaxi Launch Until September Regulations

A group of Texas lawmakers has formally requested that Tesla postpone its robotaxi operations in Austin until September 1st, when updated autonomous vehicle regulations become effective. Legislators sent a letter to the company expressing concerns about launching the service before the new regulatory framework is in place.

However, this request doesn’t constitute a legal requirement for Tesla to halt its planned June 22nd robotaxi service launch. Lawmakers are asking Tesla to voluntarily delay operations or provide detailed compliance information if the company proceeds with its original timeline.

The revised autonomous vehicle operations framework will require commercial operators to obtain prior authorization from the Department of Motor Vehicles before deploying driverless vehicles on public streets. This represents a significant shift from the current regulatory environment, which allows more flexibility for autonomous vehicle testing and operations.

Under the new Texas robotaxi regulations, operators must demonstrate that each vehicle meets specific safety and compliance standards. Requirements include capability to operate according to state traffic laws, installation of recording devices, and compliance with federal motor vehicle safety standards.

The authorization process will evaluate whether vehicles can achieve a minimal risk condition if their automated driving systems become inoperable. Failsafe requirement addresses concerns about vehicle behavior during system failures or unexpected situations.

Additionally, all Tesla robotaxi vehicles must be properly registered, titled, and insured under Texas law before receiving operational approval. Lawmakers emphasized that these standards are designed to protect public safety while enabling technological advancement in the transportation sector.

If Tesla decides to proceed with its June robotaxi launch as planned, the lawmakers have requested detailed information demonstrating compliance with the upcoming regulations. Documentation would need to show how the company’s vehicles and operations meet all requirements that will become mandatory in September.

The letter from the Austin delegation members in both the Texas Senate and House of Representatives frames the delay request as beneficial for public safety and building trust in Tesla’s operations. They believe waiting until the new framework is active would provide clearer guidelines for both the company and the public.
